Questo 40° volume della collana sammarinese di studi storici pubblica gli atti di un convegno, che si è tenuto a San Marino il 9 novembre 2013 sul Cinquecento sammarinese.

Sono i contributi di alcuni storici e amanti della storia sammarinese, invitati ad indagare e descrivere alcuni aspetti di quel secolo ormai lontano. Quindi un lavoro a più mani, forse non proprio omogeneo, certamente non esauriente, comunque un insieme di analisi, riflessioni, punti di vista che offrono un affresco d’insieme e nello stesso tempo aprono la strada a nuove ricerche ed ulteriori approfondimenti. Del resto, il tesoro documentario della piccola Repubblica è grande e aspetta solo di essere opportunamente valorizzato.

Sappiamo che è interesse di tutte le comunità coltivare le proprie memorie storiche, e ciò è tanto più vero se ci riferiamo a San Marino, una comunità che ha saputo conservarsi per così lungo tempo da riuscire ad assumere le insegne di Stato sovrano: un unicum per la continuità e la graduale trasformazione delle sue istituzioni, nate nel medioevo.

Semplificando un po’, si può dire che in origine il potere fosse distribuito nei diversi organi consiliari, via via più numerosi: anzitutto i due consoli o capitani, poi il consiglio dei dodici (o speciale), il consiglio dei sessanta (o generale) e il consiglio universitatis (i capi famiglia), cioè l’arengo.

Poi, nel Cinquecento sammarinese, parallelamente alla nascita degli stati moderni, il consiglio generale (o consiglio dei sessanta) si trasforma progressivamente nel centro istituzionale, venendo a rappresentare l’unità e sovranità della piccola comunità, che comincia ad essere chiamata repubblica. La funzione centrale del Consiglio (che assumerà non per caso anche il nome di Consiglio principe e sovrano = parlamento) rende quindi evidente l’importanza di aprire, cioè pubblicare e far conoscere a un pubblico il più vasto possibile questa fonte documentaria nella sua interezza.

Un plauso sincero va quindi all’Ente Cassa di Faetano, che ha fatto proprio il progetto di pubblicazione della serie archivistica chiamata dal Malagola “Atti del Consiglio Generale e dell’Arengo” e “Atti del Consiglio Generale o Consiglio Principe Sovrano”. E che in occasione dell’uscita del primo registro cinquecentesco sul sito web www.antichidocumenti.sm, l’Ente ha pensato di promuovere, insieme al Centro Sammarinese di Studi Storici, il convegno di cui si è detto, appunto sul Cinquecento a San Marino: un periodo storico tanto poco studiato quanto importante nel processo di formazione del piccolo Stato sammarinese.

This volume, the 40th in the series of San Marino Historical Studies, publishes the proceedings of a conference of the sixteenth century which was held in San Marino on 9 November 2013.

It contains contributions made by some historians and lovers of the history of San Marino who were asked to investigate and describe some particular aspects, but it forms a collection of analyses, reflection and points of view that together give a perspective on the era, and at the same time it paves the way for further research and investigation. After all, this small republic has a large and valuable collection of documents just waiting to be able adequately exploited.

As we know, it is in the interest of all communities to cultivate their historical heritage, and this particularly applies in the case of San Marino, a community which has been able to last for such a long time that it succeeded in taking on the insignia of sovereign state, a unique situation for the continuity and the gradual transformation of its institutions which originated in medieval times.

Simplifying to some extent, it could be said that at the beginning power was distributed between the various council bodies which gradually grew in numbers. First of all there were the two consuls or captains, then there was the council of twelve (or special council), the council of sixty (or general council) and the universitatis council (or heads of families), that is the arengo.

Then, during the sixteenth century, at the same time as modern states were being created, the general council (or the council of sixty) gradually transformed and became the central institution, taking on the role of representing the unity and sovereignty of the small community, which began to be called a republic. The fact that this council had such a central role (and not by chance also took on the name of Consiglio principe e sovrano = parliament) underlines the importance of opening up and publishing this source of documentary evidence in its entirety in order to make it known to as wide a public as possible.

Sincere thanks must therefore go to the Ente Cassa of Faetano that took on the project of publishing a series of archives called by Malagola the “Records of the General Council and of the Arengo” and the “Records of the General Council or Consiglio Principe Sovrano”. And to coincide with the publication of the first register from the sixteenth century on its website www.antichidocumenti.sm, the Ente Cassa decided, together with the San Marino Centre for Historical Studies, to organize the abovementioned conference. This because the sixteenth century in San Marino is a period which has been studied very little, but was of fundamental importance in the process of the formation of the tiny state of San Marino.
